भारत में सुप्रीम कोर्ट से लेकर केंद्र सरकार और सामाजिक संगठन अश्लीलता के खिलाफ गंभीर हैं| हालांकि इंटरनेट पर मौजूद अश्लील सामग्री पर लगाम लगाने का कोई तरीका दिखाई नहीं देता| सरकार ने लगभग 1000 पोर्न साइट बैन कर दी तो वो यूआरएल बदल कर फिर मार्केट में आ गई| विदेशी Sites एक तरफ है लेकिन देश में वेब सीरीज के नाम पर अश्लीलता परोसने का नया धंधा शुरू हो गया है| सरकार इस दिशा में हाथ पर हाथ धरे बैठी है| “धर्म, अर्थ, काम और मोक्ष”… भारतीय संस्कृति में “काम” भी जीवन का अनिवार्य है| लेकिन जब ये काम आतुरता में बदल जाए तो फिर अपराध होने शुरू हो जाते हैं| भारत में बलात्कार के बढ़ते मामले इस बात का सबूत है कि लोगों की काम(SEX) प्रवृत्तियां बेकाबू होती जा रही हैं| इंटरनेट पर व्याप्त अश्लीलता से प्रभावित कामांध लोग ही कानून हाथ पर लेकर अपनी हवस को हिंसा से पूरा करने को उतारू हो जाते हैं| हैरत की बात ये है की फिल्म सेंसर बोर्ड ऐसी फिल्मों को धड़ाधड़ सर्टिफिकेट देता रहा है जिनमें कामोत्तेजक दृश्य निर्ममता के साथ प्रस्तुत किए जाते हैं| इन फिल्मों में गालियों की भरमार होती है| यहां तक तो ठीक था लेकिन वेब सीरीज तो पूरी तरह से कामुकता के बाजार का बड़ा हिस्सा बन चुकी हैं| इन पर सरकार का शायद कोई जोर नहीं| ये वेब सीरीज भारत के सामाजिक और नैतिक मूल्यों को ध्वस्त कर रही हैं| वेब सीरीज पर सॉफ्ट पॉर्न के नाम पर वो सब दिखाया जाता है जो किसी व्यक्ति को वहशी बना सकता है| काम के दो स्वरूप है एक में सौंदर्य है तो दूसरे में वहशीपन, दरिंदगी, हवस, जोर जबरदस्ती, गंदगी और गालियां हैं प्रेम नहीं | भारत कभी भी काम का विरोधी नहीं रहा| यहाँ मंदिरों में भी देवी देवताओं के आलिंगन बद्ध प्रतीक, प्रतिमान मौजूद हैं| लेकिन उन्हें देखकर बलात्कार का भाव जागृत नहीं होता| भारतीय सनातन संस्कृति कहती है जहां प्रेम है, वहां सेक्स सौंदर्य है और जहां प्रेम नहीं सिर्फ हवस है, वहां पति पत्नी के बीच का रिश्ता भी बलात्कार है| जो पुरुष और स्त्री एक दूसरे की आत्मा को स्पर्श करते हैं उन्हें ही एक दूसरे के साथ संसर्ग की इजाजत है| एकता कपूर अश्लीलता की हदें पार करने से गुरेज नहीं करती क्योंकि इन्हें पैसा कमाना है| जिन्होंने पहले टेलीविजन पर रिश्तो की मर्यादा को तार-तार किया| रिश्तो को छल, कपट और चालबाजी का प्रतीक बना दिया| वहीं अब वेब सीरीज के माध्यम से समाज में काम के विकृत स्वरूप को परोस रही हैं| हाल ही में में एक न्यूज़ पेपर में इनकी नई वेब सीरीज XXX के बारे में पढ़ रहा था, ये लगातार एक एक करके सीक्वल में चली आ रही है| उसमें बताया गया कि किस तरह से इन सीरीज में सेक्स को बेहद अशालीन तरीके से प्रस्तुत किया जा रहा है| बताया जा रहा है कि इसमें जंगली तरीके से शारीरिक संबंध बनाते हुए अवैध संबंधों की नई नई कहानियां और फिल्माई जाती हैं| Netflix, Amazon Prime Video, Zee5, Hotstar, Disney+, ALTBalaji, BIGFlix, Eros Now, MX Player, Sony Liv, Voot, HOOQ, Viu, YouTube, YuppTV, Downloads,Torrent etc. पर सॉफ्ट पॉर्न की भरमार है। फिल्मकार अक्सर ये कहते हैं कि उनकी फिल्में समाज का आईना होती हैं| निश्चित ही जो फिल्मों में घट रहा है वो समाज के किसी हिस्से में घटित हो रहा होगा| लेकिन बुराई को सबके सामने प्रस्तुत कर उसे जायज ठहराकर कामांध पीढ़ी को जंगली बना देना अपराध है| इससे भारत में निर्भया जैसे कांड और बढ़ेंगे| एनसीआरबी के आंकड़े हम सब को आए दिन डराते ही रहते हैं| बहन बेटियों की जिम्मेदारी संभालने वाला व्यक्ति जान सकता है कि समाज में फैल रहा ये ज़हर उसके अंदर किस हद तक डर पैदा करता है| आधुनिकता की अंधी दौड़ में बच्चे कुछ समझते नहीं पीठ पीछे वो ये सब देखते रहते हैं| इस तरह की फिल्में डाउनलोड कर एक दूसरे को फॉरवर्ड करते रहते हैं| ये फिल्में ऐसे दरिंदों को भी मिल जाती है जिनकी कामुक आंखें किसी सुनसान इलाके से निकलती हुई युवती या महिला पर टिकी होती है| कभी ना कभी वो बेकाबू होकर इनका शिकार कर लेते हैं| जो इस तरह का अपराध करते हैं उन्हें फांसी पर लटका दिया जाता है लेकिन जो लोग उन्हें इस तरह के अपराध के लिए उकसाते हैं उनके लिए देश में क्या कानून है? वेब सीरीज में कभी किसी फौजी की पत्नी को उसके ही मित्र से हम बिस्तर दिखाया जाता है| तो कभी मालिक के कामवाली से अनैतिक सम्बंध, जीजा साली के प्रेम, यहां तक कि ससुर का बहु से शारारिक सम्बन्ध तक दिखा दिए गए| फिल्मी सिर्फ शारीरिक संबंधों का दर्पण नहीं है| फिल्में समाज का वो आइना है जो उसे सही रास्ता दिखाए| बुराइयों के उन्मूलन में मदद करे| ना कि समाज को और गर्त में ले जाए| ये फिल्में मनोरंजन मैसेज कंटेंट स्टोरी शायद ही कोई वास्ता रखती हों| ये सिर्फ और सिर्फ कामोत्तेजना भड़काने का एक जरिया हैं| क्या सरकार इस मुद्दे पर भी कोई ठोस कदम उठाएगी? क्या समाज ऐसी फिल्मों को देखना बंद कर अपने स्तर पर इन पर ताला लगाने का प्रयास करेगा? भारत में फिलहाल पोर्न को नियंत्रित करने के लिए कोई विशेष कानून नहीं है। कुछ कानून ऐसे हैं जो पोर्नोग्राफी पर भी लागू हो सकते हैं। सूचना प्रोद्योगिकी कानून 2000 ई. में बना और उसका सेक्शन 67 कहता है कि किसी भी तरह की अश्लील इलेक्ट्रॉनिक सामग्री को प्रकाशित-ट्रांसमीशन या ऐसा करने में सहायता करना गैरकानूनी है। इसमें पांच साल की सजा और तीन लाख रुपए का ज़ुर्माना है।
